Montana issues temporary registration permits that authorize the limited operation of a vehicle before permanent registration is completed. For private vehicles, temporary registration permits allow operation of a newly purchased or transferred vehicle until permanent registration and license plates are issued. For commercial operations, temporary permits are available for carriers operating without current IRP, IFTA, or appropriate licensing credentials.

What Is a Temporary Vehicle Permit in Montana?

In Montana, a temporary vehicle permit is a temporary registration permit (TRP) issued for short-term use when a permanent license plate cannot be issued immediately or when a vehicle must be operated before full registration is completed. Under Montana statute 61-3-224, a temporary registration permit is valid for either 40 days from the date of issuance or until the vehicle is registered, whichever occurs first. Montana also provides 90-day temporary registration permits for nonresidents or vehicles where ownership transfer circumstances prevent immediate permanent registration, as authorized under MCA 61-3-303.

For commercial carriers, Montana distinguishes between temporary fuel permits and temporary trip permits. A temporary fuel permit is valid for no more than 72 hours and becomes automatically void if a vehicle leaves the state of Montana during the permit period.

A temporary permit may be required in the following circumstances:

• A private vehicle has been purchased or transferred, and permanent registration cannot be immediately completed.

Commercial vehicles may require temporary operating authority when full credentials are not yet active. Montana recognizes the following temporary permits for commercial operations:

• Temporary fuel permit for vehicles operating under IFTA or general commercial licensing without current fuel tax credentials, valid for no more than 72 hours and automatically void if the vehicle departs Montana during the permit period.
• Temporary trip permit for commercial vehicles exceeding weight or dimensional standards or operating without current IRP registration, subject to specific load code classifications and dimensional restrictions.
• Registration purposes only (RPO) permit for out-of-state carriers who have been in Montana longer than 72 hours on a temporary permit or are gainfully employed in the state. An RPO permit requires presentation of current out-of-state vehicle registration and registration fees.

When a Temporary Permit Is Required

Montana provides a 40-day window for temporary operation, which may be extended to 90 days for nonresidents or when circumstances beyond the vehicle owner's control prevent immediate permanent registration.

A commercial vehicle may require a temporary permit when:

• The vehicle is not registered under IRP but operates in interstate commerce or has a gross vehicle weight exceeding 26,000 pounds.
• The vehicle has three or more axles and lacks current IRP registration.
• The vehicle operates under IFTA without a current fuel-tax licensing active.
• The movement involves loads exceeding standard legal dimensions or weights for Montana.
• A nonresident carrier requires authorization for temporary operations while establishing business in Montana.

For private vehicles, application is made through a county treasurer's office or an authorized designated agent, including licensed Montana vehicle dealers. County treasurers maintain motor vehicle offices in all Montana counties and process temporary registrations electronically.

For commercial carriers, temporary fuel permits and temporary trip permits are obtained through the Montana Department of Transportation Motor Carrier Services division via the eTRIPS online permitting system or by phone contact at (406) 444-7262. Carriers may also apply in person at MDT Motor Carrier Services offices in Helena or at designated weigh stations throughout the state.

Documents Commonly Required

Depending on the transaction and permit type, the following documents are commonly required:

• Current or valid out-of-state vehicle registration or registration certificate and receipt.
• Proof of ownership, such as a bill of sale, certificate of title application, or ownership transfer documentation.

Can a Montana Temporary Permit Be Used Across State Lines?

Montana temporary registration permits for private vehicles may be used by a designated agent to authorize the operation of a vehicle intended for permanent licensing in any state. However, a temporary registration permit itself is not valid for out-of-state operation. Once the permit expires or the vehicle leaves Montana, permanent registration and license plates in the destination jurisdiction are required.

For commercial carriers, temporary fuel permits issued in Montana are valid only within Montana and are automatically void if the vehicle departs the state during the 72-hour permit period. Carriers operating interstate commerce must obtain appropriate IRP or IFTA credentials in their base jurisdiction and comply with all applicable registration and fuel tax requirements in each state where operations occur.

Nonresident carriers operating in Montana must obtain an RPO permit under MCA 61-3-701 if they have remained in the state longer than 72 hours on a temporary permit or are engaged in gainful employment. Out-of-state residents must display both their home-state license plates or decals and Montana plates.

Penalties for Driving Without the Proper Temporary Permit

Montana imposes penalties for using expired or improperly issued temporary permits and for operating vehicles without required credentials.

Operating a vehicle with an expired temporary registration permit is a violation subject to enforcement action. Dealers who violate temporary registration permit issuance requirements are subject to revocation of the privilege to issue temporary permits for a specified period. Additionally, dealers who misrepresent information on temporary permit applications or fail to comply with issuance guidelines may face administrative sanctions or license revocation.

For commercial carriers, operation of a vehicle subject to IRP requirements without valid IRP registration, or operation under IFTA without valid fuel-tax licensing, constitutes a misdemeanor violation under Montana law. Violations of Montana's oversize and overweight permit standards and requirements are misdemeanors punishable by fines.

Conviction for violation of motor vehicle registration and licensing requirements may result in civil penalties, license suspension, vehicle impoundment, or other enforcement actions as determined by law enforcement or the Montana Department of Transportation.
